A Geographic Information System, better known as a GIS, captures, stores, analyzes and displays complex datasets for solving research, planning and management problems. These attributes allow GIS to perform complex geospatial analysis. The following paragraphs highlight GIS activities in the January-March 2004 period.
Functional Requirement Study and GIS Needs Assessment — The GIS Functional Requirement Study and Needs Assessment Draft Report is complete and is currently being reviewed. Some conclusions from the report were:
The next step of GIS deployment should be developing a formal GIS Implementation Plan. This document will guide the development and maintenance of the GIS program. A GIS Implementation Plan will complete the assessment for enterprise-wide GIS development at MPWMD.
The Functional Requirement Study and GIS Needs Assessment will provide
a foundation for the GIS Implementation
Plan. The objective of this report
was to outline MPWMD's approach to GIS, describing what is involved, what is
needed and how the individual stakeholders should interact. MPWMD should use this report to develop GIS
training sessions and procedures for inventory and distribution of spatial data. It has identified GIS applications needed at
the District, organizational infrastructure needs for GIS development, and
provides direction to develop strategies for GIS use and deployment. Goals for acquisition of spatial data and
methods for spatial analysis have been outlined and can be further developed as
MPWMD transitions into enterprise-wide GIS deployment.
Association of Monterey Bay Area Governments (AMBAG) Orthophotography Project — The Association of Monterey Bay Area Governments (AMBAG) has entered into a cooperative agreement with MPWMD regarding a Regional Orthophotography Project. AMBAG has entered into a technical services contract with SANBORN Colorado, L.L.C. to provide technical and professional services related to orthophotography of the Monterey Bay Region. SANBORN has produced a series of aerial orthoimagery products requested by MPWMD.
Aerial photography and high resolution elevation acquisition flights were conducted in July 2003. To date, MPWMD has received 90% of the product. Sanborn is behind schedule and has not met its projected delivery schedule. Staff is working with AMBAG and Sanborn to ensure that the project does not extend beyond June 2004.
During this reporting period, District staff are participating as members of the Orthoimagery Subcommittee. The Subcommittee is an advisory group, which provides technical advice to AMBAG for the Orthoimagery Project. The overall goal of this project is to acquire high resolution data while leveraging MPWMD resources with other agencies.
File Management and Organization — During this reporting period, District staff has continued to evaluate current data management and organizational procedures. The following is a list of on-going or completed tasks:
· Completed a review of existing projects, data and GIS layers for the Functional Requirement Study.
· Completed a draft data model for district-wide GIS deployment.
· Established a data sharing policy with the County of Monterey.
· Completed an initial review of available electronic and hard-copy data.
· Continuing to update and create metadata for GIS data layers. Metadata is documentation which describes the accuracy, methodology, source, contact information, etc. of a geospatial dataset.
· Establishing a formal File Management and Organization policy within the GIS Implementation Plan.
· Collaborating with staff at the Science, Technology, Engineering, Policy and Society (STEPS) project to develop a data inventory or Metadata index of all MPWMD databases. This project is being managed by University of California at Santa Cruz, Institute for Innovation in Environmental Research and is funded through individual donors and grants.
Data Collection and Conversion — During this reporting period, District staff has required support for ongoing projects. Due to these needs, data collection and conversion has been necessary even though a formal GIS program is not in place. A preliminary goal of converting/creating 1 GIS data layer per month has been established. To date, 29 layers have been created or converted. This number exceeds the preliminary goal of 8.
In addition to the GIS layers, hardcopy maps and diagrams were converted to digital format. These datasets will be converted to GIS format during the next 6-9 months. Staff is continually in the process of Data Collection and Conversion. This will be an on-going effort. Review of specific datasets will vary project by project.
Staff and Project Support —The following is a list of on-going or completed tasks or projects:
· Completed review of the District and Carmel Riviera Service Area boundaries in the Carmel Highlands area.
· Completed conversion of Carmel River Alluvial Aquifer Boundaries and information from USGS Water Resources Investigations Report 83-4280.
· Completed Benthic Macro-Invertebrate site location maps for the BMI Study.
· Developing a draft protocol document for archiving and maintenance of digital images, diagrams, and figures for District-wide distribution.
· Developing a draft protocol document for digital conversion standards for documents, images and diagrams.
· Providing two GPS staff training sessions.
· Staff Attended the NASA Ames Satellite Imagery workshop on March 26th.
· Completed production of GIS layers and maps which delineate the Seaside Groundwater Basin for direct comparison with the State of California, Department of Water Resources Groundwater Basin Map.
· Completed production of GIS layers and maps which delineate steelhead spawning and rearing habitat.
· Providing GIS assistance for the Watershed Assessment project.
The purpose of the MPWMD Geographic Information Systems Program is to provide analytical geospatial support to staff. The current goal is to develop an agency-wide GIS program to inventory, assess, manage and analyze data from regions which share common challenges utilizing in-house expertise. The next quarterly report will be prepared for the July 2004 meeting.
